Using a Morocco Cluster Tenancy for Emirates ID and visa paperwork

A Morocco Cluster tenancy in International City, Dubai, supports a family residence visa once the tenancy contract is registered in Ejari, the Dubai Land Department system. The General Directorate of Residency and Foreigners Affairs in Dubai handles the visa. The Federal Authority for Identity, Citizenship, Customs and Ports Security must be told of an address change within one month.
You have signed a lease in the Morocco Cluster and now a visa form, a PRO or an Emirates ID screen is asking for tenancy proof. Because the building is in International City, the General Directorate of Residency and Foreigners Affairs in Dubai (GDRFA Dubai, the authority that issues residence visas in Dubai) is the office whose rules apply. This guide shows which tenancy and address documents to prepare, and in what order.

Dubai and the Other Emirates Work Differently
This section settles which authority and which tenancy system apply to a lease in International City.
International City is part of the Emirate of Dubai, so residence visas for your family are issued by GDRFA Dubai. Residence visas in the other six emirates are handled through ICP, and the UAE Government Portal tells sponsors to check the terms of the emirate where they live.
Ejari applies only to tenancy contracts in the Emirate of Dubai.
A lease outside Dubai is not registered in Ejari, so a Dubai Ejari certificate cannot serve as proof for it.
Which Tenancy Documents a Family Residence Visa Needs
This section settles what GDRFA Dubai expects for the tenancy part of a family UAE residence visa file. A signed lease that was never registered is a common reason such files stall, and it can be fixed before you apply.
According to the UAE Government Portal (u.ae), a sponsor needs a valid residence permit, a salary of at least AED 4,000 (or AED 3,000 plus accommodation), an employment or company contract, and a registered tenancy contract.
| Document | What it shows | Note |
|---|---|---|
| Registered tenancy contract | Where the family will live | Dubai leases are registered in Ejari and confirmed by an e-Contract Registration Certificate |
| Employment contract or company contract | The sponsor’s job or business | Listed by u.ae alongside the tenancy contract |
| Passport and residence visa copy | The sponsor’s own valid status | A valid residence permit is the first condition |
Both the contract and its Ejari record should carry the sponsor’s name, since the sponsor is the person applying. The final decision rests with GDRFA Dubai, and u.ae notes that the conditions change from time to time.

A signed lease that is not registered in Ejari does not meet the registered tenancy contract requirement.
The sponsor has 60 days to apply for dependants’ visas after they enter the UAE on an entry permit.
Registering the Ejari for Your International City Lease
This section settles how a signed lease becomes the registered contract your visa file needs.
The Dubai Land Department tenancy registration service lets you register or renew a contract through the Ejari website, the Dubai REST app or a Real Estate Services Trustee centre. As of 2026, DLD lists a fee of AED 100, plus a service partner fee, and issues an e-Contract Registration Certificate.
At a trustee centre, DLD asks for:
- The original unified tenancy contract
- The applicant’s Emirates ID
- A power of attorney, only if someone applies for you
This route is for properties not managed by a real estate company or an owner with Ejari access, so ask your landlord’s agent who registers the contract. Newcomers without an Emirates ID yet should ask the centre what it accepts.
A new tenant cannot register a contract while the previous tenant’s Ejari is still uncancelled.
Applicants are often caught out when an agent says the lease is done but only the paper contract has been signed. Ask for the e-Contract Registration Certificate itself, and check the tenant name and unit on it before opening any visa file.
Tenancy Contracts That Do Not Meet the Visa Requirement
This section settles which tenancy situations cannot support the visa file.
- A signed lease with no Ejari registration
- A lease outside the Emirate of Dubai, which Ejari does not cover
- A new lease whose previous Ejari was never cancelled, because registration cannot be completed

Emirates ID and Your New Address
This section settles what the Emirates ID needs once you move in.
According to the UAE Government Portal, cardholders must report any change in personal details to ICP within one month, and the address is updated through ICP, including its UAEICP application. The portal page lists no tenancy document for that update, so follow what the ICP service asks for.
An Emirates ID cannot stay active once the residence visa is cancelled.
ICP cancels the card automatically as part of that process. Our Emirates ID hub covers renewals and updates.
Your Next Move
- Confirm your Ejari certificate shows your name and the correct unit.
- Gather your employment contract, passport and residence visa copies.
- Report your new address to ICP within one month.
Common Questions
Does GDRFA Dubai or ICP handle a visa for an International City address?
GDRFA Dubai handles it, because International City is in Dubai. ICP handles residence visas in the other six emirates, so a family moving there would follow that emirate’s process instead. The tenancy proof also changes, since Ejari covers Dubai leases only.
Do I need to register Ejari again when my lease renews?
Yes. The Dubai Land Department service covers registering and renewing a tenancy contract, so a renewed lease needs its registration updated. The UAE Government Portal says family visas are renewed under conditions similar to new ones, so keep the current Ejari ready for renewals.
Can a PRO or typing centre register my Ejari for me?
A PRO can prepare and submit paperwork, but the applicant at a trustee centre must be the tenant or hold an official power of attorney. Registration stays with the Dubai Land Department and the visa decision with GDRFA Dubai. Our PRO and government services guides cover the wider process.
What do I update when I move to another International City building?
A new lease is a new tenancy contract, so it needs its own Ejari registration, and the old registration should be cancelled. ICP, which issues the Emirates ID, must also be told of the new address within one month, according to the UAE Government Portal.
A registered Ejari contract and an up-to-date ICP address record are what turn a Morocco Cluster lease into usable proof for your visa and Emirates ID paperwork.
